Congresswoman Ann McLane Kuster

Representing the 2nd District of New Hampshire

Kuster Statement on Passage of House Resolution Providing Path Forward for Open Hearings in Impeachment Inquiry

Oct 31, 2019
Press Release

Washington, D.C. – Today, Rep. Annie Kuster (NH-02) released the following statement after voting to establish the procedures for open hearings conducted by the House Intelligence Committee:

“Today was a somber day in the House as Congress entered the next phase of the ongoing impeachment inquiry. Today’s vote ensures the American people will hear directly from witnesses in open hearings about President Trump’s conduct. While I have not prejudged the outcome, I remain deeply concerned that the President endangered our national security and betrayed his oath to our Constitution when he withheld critical military assistance to Ukraine in an effort to damage his political opponent and undermine our elections. This resolution ensures a fair and transparent process –Republicans will continue to have an active role in this process, and the President and his counsel will have full due process rights. We must ensure that no one is above the law.”

H.Res. 660:

  • Provides the path forward for public hearings as part of the next phase of the House impeachment inquiry.
  • Provides rules for the format of open hearings in the House Intelligence Committee, including staff-led questioning of witnesses, and it authorizes the public release of deposition transcripts.
  • Provides the President opportunities to participate in impeachment proceedings held by the Judiciary Committee.
  • Establishes procedures for the transfer of evidence to the Judiciary Committee as it considers potential articles of impeachment, and it sets forth due process rights for the President and his Counsel in the Judiciary Committee proceedings.
