Kuster Introduces Bill to Lower Granite State Energy Bills, Create Jobs, Support Community Energy Projects

This week, Rep. Annie Kuster (NH-02) introduced the Community Energy Savings Program Act of 2019 (CESP), legislation which would promote the expansion of clean energy projects in New Hampshire and across the country. By providing low-interest financing to consumers and communities that want to make clean energy investments, this legislation will aid in transitioning America to a clean energy economy while creating green energy jobs.

“New Hampshire communities are already experiencing the negative impacts of climate change, and it is imperative that Congress advances legislation to expand clean energy projects and protect our planet” said Kuster. “I am proud to introduce this bill which will lower the financial barrier for Granite Staters who wish to finance energy efficiency and renewable energy projects. Families and communities across our state would benefit from the opportunity to lower their energy bills and invest in renewable energy, but may not have the financial resources required for up-front investments. My legislation will expand access to low-cost loans which will drive down costs for families, create green energy jobs and reduce carbon pollution that is harmful to public health.”

The Community Energy Savings Program (CESP) Act would finance energy efficiency and renewable energy projects through the existing Department of Energy’s State Energy Program. The bill provides multiple financing options to consumers, public utilities and local government to advance larger-scale clean energy projects. This bill ensures that the Department of Energy can provide technical assistance to support the deployment of these clean energy programs. Senator Jeff Merkley (D-OR) has introduced this legislation in the Senate.
